lately it seems like in my games, the AI isn't building anything on luxury resources if they already have 1 in their network... just wondering if this is just me or if it's something else others have noticed.
it's really bad in the large islands game I'm playing right now. after settling my first city and sending out my scout, I discovered that across a bay was the perfect spot for my second city, with a fish, wheat, and 2 sugar tiles.
unfortunately, before I can get my second settler cranked out, the ocean-faring Polynesia comes along and settles directly across from my capital. the weird part is that we're currently in the 1700's and Poly has yet to build plantations on either sugar resource. I know they've got the tech and they've got a worker sitting around the city putzing around, but the worker is just constructing whatever the unique ability the Polynesians have whenever the city expands.
the end result is that every Civ seems to only have 1 of every luxury resource, which they'll only trade over their cold dead hands. (though on the other hand, as soon as I have 2 of a luxury, I instantly get requests from my "friends" asking if I'll donate it to them).
