AI not developing luxury resources?

lately it seems like in my games, the AI isn't building anything on luxury resources if they already have 1 in their network... just wondering if this is just me or if it's something else others have noticed.

it's really bad in the large islands game I'm playing right now. after settling my first city and sending out my scout, I discovered that across a bay was the perfect spot for my second city, with a fish, wheat, and 2 sugar tiles.

unfortunately, before I can get my second settler cranked out, the ocean-faring Polynesia comes along and settles directly across from my capital. the weird part is that we're currently in the 1700's and Poly has yet to build plantations on either sugar resource. I know they've got the tech and they've got a worker sitting around the city putzing around, but the worker is just constructing whatever the unique ability the Polynesians have whenever the city expands.

the end result is that every Civ seems to only have 1 of every luxury resource, which they'll only trade over their cold dead hands. (though on the other hand, as soon as I have 2 of a luxury, I instantly get requests from my "friends" asking if I'll donate it to them).
 
yeah, I've noticed the AI won't trade it resources for one of 3 reasons, each with a equally likely chance of happening:
1. They haven't improved any tiles, despite they've had the tech for the PAST 5000 YEARS!
2. They've traded them all off to other AI instead of what they view as filthy human scum
£. They hate you because you farted in the same room as them
 
yeah, I've noticed the AI won't trade it resources for one of 3 reasons, each with a equally likely chance of happening:

Sometimes I do what the AI is doing also.

If you have a resource that you haven't found a trade for, sooner or later some other civ is going to come along and ask you to give it to them out of the generosity of your heart. If you don't give it to them, they'll probably denounce you, and if you're not careful it can become a big chain of denunciations, which is really scary once world congress is up and going.

So if I don't anticipate finding a trade partner right away, sometimes I just don't bother to improve it.
 
weird, i haven't seen this yet. maybe i haven't been looking for it, but usually they improve all their tiles. Cathy developed all 5 Spice tiles around Moscow in my current game. does the AI normally behave like this only in their satellite cities?
 
Sometimes the AI just does weird stuff. I was sitting next to the Netherlands all through my last game as Korea. He started settler spamming, so I accepted his donations in the form of workers. We had a couple wars, but I waited for him to build Polders for me before I took his main cities.

He never bothered putting polders right next to his capital. On Flood Plains. With workers right there. I got tired of waiting once I had landships, and picked up the achievement for capturing Petra with a landship instead.

I wonder if he was onto me?

There's absolutely no diplomatic penalty for refusing to give them the resource and there hasn't been for a while. Unless there's some sort of hidden modifier?
 
Actually, this is one of the reasons I went to war in a game, Ethiopia had 6 crabs in its borders, but only improved ONE >:? I know work boats cost a bit more than workers, but the advantages of have spare resources make up for that. After 300 years of him not being willing to trade them and then religion bombing me, I crushed his empire, and promptly improved most of the crabs then shipped them of to all my friends netting me a nice profit.
 
Yep, I see this too. It took my friends across the water until about the 1800's to get duplicates of some resources I wanted and if I asked for the 1 they'd want every resource I owned in trade. My solution: you can't do this for workboats, but if they truly are good friends net open borders and improve it for them. Then trade for it reasonably. Works and they may possibly like you for it though I haven't seen confirmation of it. ;)
