AI spamming forest preserves

Why do the AI's do that all the time, especially when they are a colony or in a weak state. I would think that is the worst time and situation for forest preserves.

I suppose it's related to happiness issues. Especially for colony, since being vassal give you unhappy face, IIRC.

If the AI is running Environmentalism then a Forest Preserve also gains +2 commerce each in addition to the happiness.
