AI tactics improve with difficulty level?

Bit of a newbie question here:

Does the AI get smarter as you go up the difficulty levels, or do they just receive larger bonuses relative to you? Does this change with Better AI installed?

It's always the same. However, high level AI bonuses are sufficient to allow it to clear requirements it seldom or never meets at low levels, such that it might SEEM more effective with identical code.
