Here is the background...

I was at war with the Zulu's. As I would take the cities, the border would decrease thus making more land "available".

The English load up a galley with a settler and a horseman, and drop them off on the Zulu island where there is "available" land.

The next turn the following happens:
My privateers sink the galley.
My cultural influence increases the borders.
There is still a patch or two of "available" land.
I tell the English to please remove their troops.
She shays they will.
Her troops move one space, and are outside my borders in one patch of land.

The next turn, another city's borders expand, and there is no "available" land.
I tell the English to get out or it is war, and she says the troops will be removed immediately.

The troops are still there. I tell her to remove them or it is war. She says they'll be moved, but the troops still remain. I took my units over there to see if it was a graphic bug, but the troops are still occupying the tile.

Can the troops not be removed since they are on the island? Each turn I get the option to "move or war" but the troops remain. Any thoughts?

So far, I have left them alone, and they haven't moved. They are outside the radius of any city, but within the borders. They seem content on staying there.

AI is dum

they dont use galleys ect. to tranport home or "workers too"
only use them during war and settle.. one time trip. one way trip.
what i mean is i had a settlement south of mine.. like a penisula
they settled on the end but was cut off from their mainland by my country.
not only did it remain undeveloped, no extra workers or troops were ever sent my ships.
they trampled through my territory instead...

now see its on an island

no way to mainland by trampling over other land.

AI dumb, ..

now heres the thing

THEY CAN DISPBAND those 2 guys

ive seen workers disbanded, ive seen troops... but not yet a settler and troop together.. but its still availible...
if it is blocking a city range or resource, delcare war.
otherwise just live with it for now.

but the "auto move troops out" looks like it only work when there is "empty land" THERE.. not seperated by sea i guess.

Well, if your borders expanded on the turn you told her to bugger off, maybe its a game bug because of the commands telling the AI units that the land is available then it isnt. or something.

EDIT: AH! nameless, you beat me by 1 minute!

The AI will always look to spit out settlers and settle every possible site it can find. This will cause it to shamelessly enter your territory, usually (ie always) accompanied by an escorting spearman to reach that spot where it can settle. If he does this to intentionally cripple your expansion or if he's just plain uncaring for his settlers I don't know, but that's how it works. I always try to 'steer' AI settlers using military units to block his way, so that he doesn't settle in my lands just because my borders haven't expanded yet. If he manages to get there anyway (because he has too many settlers and I have too few units) I'll see myself entitled to a Casus Belli and declare war on him when I see fit, to wipe out and raze his annoying foundation in the middle of 'my' territory.

EDIT: But I did see a screenshot of somebody actually reaching another continent by automatically being removed from enemy territory. But that whole business seems to work differently for the AI than for the human player.

I had a ship park itself at the edge of my sea borders in a recent game and every turn I'd demand that they move it NOW, and they always acquiesced... but the boat never moved.

ships staying in your borders?

that is why i make a ton of privateers.

but anyway, what i was saying was the AI sent workers/troops to that settlment on penisula that was cut off by foot, not ship.
ships are like one time one way use to them. no such thing as transport extra stuff by ship, or return home ect.

BTW. i had a question i was going to ask in new post, but after replying to this with my first post on this topic... i forgot what my question was..

I've been in the same situation on a small island. If the other civ worships me and is afraid of me or if it is actively trading with me, they usually will move eventually if I keep insisting. It does take 5 or 6 tries...
