AI Votes Yea and Nay on same Proposal

I found a bug where the AI will vote both Yea and Nay on the same congress proposal. After trading with Byzantium to vote Yea they also voted Nay.

Here is the save file the turn before the vote tally. I voted all my votes to Nay on the ban Jewelry.

I don't think this is a bug... the trades only affect the base delegates a civ has... the others it has from cs allies and whatnot are unbound and a civ will vote on its interests.
 
Yeah I noticed this too. Doesn't make sense for them to vote on both sides of an issue, and it greatly decreases the worth of vote diplomacy.
 
I don't think this is AI cheating, the player could do that anyway if they sold their votes.
 
Even if the player sold their votes they can't pick both Yea and Nay on the same issue. The UI doesn't allow it. Since it's not allowed for the player it shouldn't be allowed for the AI.
 
The 2 votes for the trade are automatically put there, and the AI or Human can put the other votes wherever they want
