AI won't settle.

Hey modders!

I'm pretty good at modding for Civ3, but I haven't done it in awhile. I created a mod where there are two established civilizations (but there is still land to settle where they live) and 5 civs that are equipped with some military units, a transport and a settler and these 5 all live on separate islands. I made victory conditions Domination and Conquest. Sometimes, they'll declare war on one of the settled factions, but usually make peace shortly after because they end up not doing anything (the exception is one faction actually took one of the established factions cities, but didn't settle).

Why won't the AI settle???? It won't do what I want them to! It's like they purposely aren't trying to win the game!
 
Can you post a screenshot of the settler unit in the Civ 3 Editor... sometimes if a setting is not checked or available, the AI can't use them, even if the appropriate AI ability is selected (like terraform, etc).

For examples, AI doesn't know how to use workers even if terraform is selected if not setup similar to how the original C3C workers are setup. E.g. if don't have build railroads selected for a worker, AI doesn't know how to use them, and they just stand there.

AI usually always builds settlers; try playing a debug game to see what AI is building. And to make sure settlers are available for AI to build.
 
The most common reasons for this issue seem to be:

a) wrong settings for the settlers
b) the terrain doesn´t allow cities
 
Also note that if it has no cities, the AI will never move its starting settler, even if the terrain its on can't be settled. If it has more than 1 starting settler, they'll move them so long as one of them starts on a tile which can be settled.

Another thing could be: do the transports have transport only foot and/or tactical missiles? If so, could you have forgotten to do so for the island civs?
