Altar Victory + Dogpiling

Hey all!

Isn't the AI supposed to attack you when you start building the final Altar for your victory?

I played the elves and enjoyed fortifiying my forest kingdom against the evil invader hordes I expected to descent upon me, but... nothing happened, folks were still friendly, pleased, cautious etc... No wars, no invasions, nothing, and 20 turns later I win. That was not what I expected...

They will not dogpile you if they are already at war with a third party or they are good.

Well I was surprised to see that not a single civ attacked me during that period. So it means that this is a bug?

Thats weird, when going for the tower of mastery victory the dog pile effect did occur.
