I know there is the whole list of what leaders we want to see for existing Civs but I haven't seen one where people give their leaders abilities. In this instance I decided to make this and post some possible ones that I would like to see.

First is Louis XIV:
Capital is Versailles
Agenda: Sun King- Likes to keep his people happy and productive. Dislikes civilizations whose citizens are unhappy.

LA: Versailles-The Palace and Chateau improvements provide an extra amenities and culture. Zoos adjacent to a Chateau receives one culture. Bread and Circuses Projects exert more loyalty for every Chateau and Palace in the city.

Then Vladimir Lenin for Russia:
Capital is Moscow
Agenda: Leninism- Likes Civilizations that change governments often and have high production. Dislikes Civilizations that do not change their government and have low production.

LA: Red October- Pay less gold to unlock civic and government change and 50% production from workshops and factories when govt. changes for 20 turns. Anarchy lasts for a shorter time when switching. Unlocks the Kremlin Unique District.

UI: Kremlin- (Replaces the Government Plaza) Must be built adjacent to City Center. This city becomes the capital wherever this is built. Provides housing and strength when defending depending on level of walls.

I haven't seen any evidence that Louis XIV cared about his peoples happiness. Lenin didn't want civs to change governments frequently, he wanted them to adopt the same government type as him which is covered by the Ideological agenda.

But on a slightly more positive note:

Oliver Cromwell (for England)
Capital: London
Agenda: Unity of the Kingdom - Hostile to any civ that tries to spread their religion to his civ, friendly to any civ that shares the same religion
LA: Recieves +2 movement and +10% production for 10 turns after declaring a holy war
UU: New Model Army - Early cavalry unit that starts with a free promotion

One rough idea of a Senusret III alternate leader for Egypt (who I consider most worthy of a second leader):

Senusret III (Egypt)

LA--Legacy of Sesostris: Encampments produce 2 extra gold, 1 extra culture, and 1 extra food for each internal trade route going to that city with an encampment. Melee and ranged units gain +5 Combat strength in a formal war in a foreign continent and take less damage from enemy fire from encampments or attacks from units in enemy encampments.

Louis XIV liked to entertain his guests at Versailles, granted it was members of the aristocracy. Unfortunately there isn’t really a way to distinguish them from regular citizens in the game, so I think this would work as well as synergize with his leader ability and buffing the chateaus.
For Lenin I considered and had his agenda just like ideologue but I thought it would be a little too boring and I wanted him to like leaders starting “revolutions”.

Taharqa (Nubia or Egypt) a.k.a. the pharaoh of Egypt and qore of Nubia who Will Smith was thinking of making a movie about, and who allied with Hezekiah in his rebellion against Assyria.

LA--Lord of the Two Lands*: Gains extra combat strength and culture for each military and cultural alliance with civilizations who have cities on continents neighboring your home continent.

*A title given to Taharqa as inscribed in a temple to Mut. More military abilities (such as one perhaps based on his defeat of the Assyrians in March 673 BC) are also possible, though he ultimately lost Egypt to Assyria (that being said, he presided over a golden age in Egypt, and has the interesting position of being one of Egypt's black African pharaohs, as shown in the famous sphinx of him found at Kawa).
