Always domestically spreads Sid Sushi?

After reviewing "The Power of Sushi" I am still unsure of when to spread and when not to spread Sid to your own cities. I get that you probably shouldn't spread it to a foreign civ even if they have very few proper resources. I almost never have a great merchant lying around to use for Sid so I have only created it once before and I died very quickly in that game so I never got to spread it much. I have created Sid in a monarch game (Ragnar) and spread it to two of my 14 cities. I have enough resources to give 6 extra food per city. Is there a reasonably simple set of rules to determine which cities to spread Sid to or just spread it to them all? The only downside I can see is the cost which won't really bug me much.
 
My criteria for Sushi is quite liberal:

1. Does this city share a border with an enemy civilization? Yes => gets Sushi, period. Then I build a Courthouse there ASAP.

2. Does this city already have a Courthouse?
2a: Yes => get Sushi if the city has a use for more population. If it's growing, or has the capability to add specialists, or if using Sushi means I can stop working grassland food-tiles to work some more productive tiles.
2b: Is it practical to build a Courthouse? Yes => it will get Sushi later.
 
I spread it everywhere if i can afford it, then start tearing down unneeded farms in favor of workshops/watermills. I also give it to my vassals. It increases your cash flow while increasing the teching (and voting) power of your vassal.

I have not yet seen a vassal spread it to a foreign nation, but it may be possible; so that's a potential risk of spreading it to a vassal.
 
Questions that need answering. Did I control the HQ? Is WS up in the HQ city? Do I have other alternative corps?

If I'm running corps then, I always want one of the 3 :food: corps in there - SE, CM, or Sushi. Sushi is the default because: it comes soonest and seafood are the easiest resources to get in quantity (and to be over represented on the map).

However, if I do have alternatives I might consider dropping in CM instead (its cheaper, but no culture) if its culture won't win me tiles I care about. If have nothing really useful to do with the food (often when you run US/PS with Eman/Caste) I may just put in SE for the :science: and the oil (which you can sell for good cash) buckets of food for a spec (eventually) just isn't as good as raw science and cash now.

If you found Sushi, you have to fail, epicly, at corporation management for it not to be a good idea to use it in every city except where better alternatives exist.
 
Sushi is great. I usually don't beeline medicine, but I try to have a merchant ready for it in Wall Street, and spread it to all of my cities ASAP. In a free market, that is.

Most of the time there is already a courthouse. I presume you intend to run a spies, but is there any particular reason why you lump these two together, as opposed to, say, using sushi to run a different specialist or work an additional tile?

I believe he's referencing courthouses as they reduce the corporate costs in that city. Running a corporation in a cities without courthouses can be rather expensive, outweighing the benefits of the extra population the corporation gives you in that city.

I rarely spread sushi to foreign civs, though I will do it occasionally to vassals, or to other civs in order to influence the UN. Increasing the population of an unliked civ so that they will become my voting rivals in the UN, or increasing the population of friendly civs to put my votes over the threshold for diplomatic victory typically being the main reasons why I would spread it internationally.
 
I spread Sushi to all of my cities in most of my games if I found it. Just have Wall Street built in the Headquarters and I'm sure on the long run, say, in 80 turns, the extra pop will net a cash plus. It's kind of hard to calculate, but I think it's just an investment, not a drain. So it only depends if the game will last that long. Besides, I really find the friendly takover wars with the culture combo a lot of fun.
