Was trying to play with some friends from another country last night and could not find their server. In addition, they cited servers they could see but I could not.
Am I right to state that MP is region locked?

Yes the Civ5 games list is region filtered as well as filtered by ping as well. So if you don't have alot of civers close to you you will not see any games.
There is a solution though, Steam lets us join games from any chat room or friends list. All you have to do is have one person host a game, and in the list the other players have to click on his name and click Join Game. Your game will launch and automatically join his staging room.
You can try this out at the Civplayers chat room, just come to www.civplayers.com and click on the Chatroom(steam req) in the left menu and this will bring you directly to our chat were you can setup your games and meet other MP players from around the world.
