Ambassador can't ambass

My ambassador isn't allowed to conduct diplomacy. All of the options lead to blank choices. Even though there are plenty of nations available.

For future reference, is there any personal/identifiable information in the save file? Or am I good to upload it publicly?
 
There is your email / player ID. If you didn't activate "lock save" you can edit the file and remove them. Otherwise the hash changes and you won't be able to load the save (a dev would probably still be able to, but then it's pointless to leave it public if no one else).

Save files, or log files, may contain file paths, email address or machine names. If you open the zip it's an xml file so any text editor can easily remove that info.
