I actually managed to use amphibious war elephants with success in my last monarch game as Hannibal I was playing archipelago, had no strategic resources besides elephants, and managed to get a GG settled in my capital from an earlier war. I was lucky that Gandhi was nearby, and this use is still very situational, depending on being charismatic, having a tech lead, and the right map and opponents.

Attacko defeated godzilla when the latter had his defenses reduced by spies and air power while attacking his warriors up a hill, which of course all of attacko's cities were. Meanwhile attacko's navy flanked...and you'll never guess what was on the ships...
