An Emporer level thing or 1.17f bug?

I'm currently playing my first(real effort) Emperor level game(GOTM) as well as my first game since installing patch 1.17f. After a long war with the French, I signed a peace treaty. As part of the peace agreement I gained two remote island cities, both with a population of two.

In every game I've played thus far; whenever I've gained a city as a result of a peace agreement, I've also gained a military unit in that city as well. However, neither city yeilded a unit. In addition, in one of those cities I rush built a Spearman and lost one citizen. But my Empire was ruled by a Monarchy, the rush build should have only cost Gold; not Gold and population. At least that has been the case for every Monarch and easier game that I have played.

Is this normal for the Emperor difficulty, or is it a glitch or bug??? Has anyone else experienced this???

I´ve noticed this too. Definitely a v1.17 "feature". :mad:
 
it`s a 1.17f feature, and it sucks, since often the AI will walk into that city within the next 2 or 3 turns - here we go again.... another war....... I`d like to be able to contact them then and make peace and f**** the city, but no, the won`t see me (bad conscince???).....
 
Thanks for the info, I never considered that it would have been an intentional addition. What a bummer. Guess I'm going to have to take the good with the bad as I'm not willing to give up stacked movement.
