This required 4 workers per 10 shields (basiclaly) but late game 2 workers. anyway, just ceep planting and clear cutting forests, inside a city radius. 2 to cut 2 to replant. Simple for an extra 40 shields per turn you need 16 workers. the really interesting/best part s that they can all just work one square. now you can take yoru excess population and put it to use. that sounds lke a plan to me.
 
I think you only get extra shields on an original forest, not a new one.

It seems that the AI remembers which squarea have been clear-cut, an dyou aonly get the shield bonus once per square
