anarchy should be less random and determined by factors such as civ size and type of government, since a transition from a republic/demo to a totalitarian government( or vice versa possibly) would take longer than a transition between two similar govts such a republic-demo or monarchy-feudalism, or other transitions between ideologically similar govts.

exactly.They would never know what government your going into.But speaking of governments,you should be able to build uniqe units for some govts.for example mabye if you were communists you could make soviet infantry or if you were democaracy you could make peacekeepers :)

Communist regimes also send peacekeepers you know, and are members of the UN!
 
But I really like Lumbergh's ideas! It's to random to day. Especially it feels unfair while playing multiplayer. These are the small margines that can make you lose the game.
 
the size of the military in relation to the size of the civ should also affect it, making it shorter with a larger army in relation to population and longer if the nation has a smaller military in relation to population
 
I favor having the government change be instantaneous, but if the civ is large, another faction (or several more) break off in a civil war.
 
well, it might be better to have only the size of the civ and not its miltary size be the only determinant, since this would make it more balanced toward small civs. The civil war idea is also realistic, since this is often the product of govt. change, for example ancient/medevial china
