Ancient constructions missing from worker actions

Constructions for building the culturally linked temples opened by tech-ing masonry (e.g. Mesoamerican Temple and Stone Circle) are missing from worker actions in the current SVN, at least for Europeans.

Those plot improvements were not implemented because they conflict with buildings. They were added in but not finished because of this.
