Pre-flight: You left me an incomplete turn?
Kill two random tanks.
IT: The AI knows how to use artillery.
Lose no troops, kill one tank.
1996AD: I wonder where all our bombers went.
Get a bomber shot down and learn the hard way.
Also, apparently Jet fighters get shot down just as easily. 
It also doesnt help that most of our transports are trapped inside We can always hope.
In short: We need to use the artillery to chase the Roman ship away.
Sink a battleship. Can a Galleon sink a redlined Carrier? It is trapped anyways.
Yay! It wins! We can always hope is freed again! I also send out a suicide transport that could be attacked by a BOSOI. Hey, worth a shot. Also, its not completely suicidal. Its guarded by a destroyer. Yes, thats one destroyer. It is so dead.
IT: Lose two infantry and kill one tank. The BOSOI doesnt seem interested in our transport
1997AD: Sink more Roman ships. Its kind of fun, actually. Were so lucky that we mostly control WCAH island, because we would never be able to pull this off without airlifting there and shipping stuff over, so we could get the airbase on Rome island. We have next to no settlers anywhere useful, and they cant be airlifted (why not?) so I try to ship some to Rome Island. Take out a tank with a cavalry (tanks were too slow to attack and retreat on the same turn)
IT: The Romans stage a fierce counterattack, taking two workers. Did I mention that Tanks eat Infantry up? We need MIs. Now.
1998AD: More of the same.
IT: The RNG really hates me. Our infantry in hills are getting eaten up. Clads are killing our destroyers
1999AD: We shoot down an enemy interceptor!!!!
This calls for a celebration!
IT: The Roman counterattacks are increasingly strong. We need more infantry, not tanks!
2000AD: Operate a semi-ship-chain to get some settlers and infantry from Germany to Rome.
IT: Hey, where is that Roman counterattack?
2001AD: The Romans no longer have a mighty navy. It has been downgraded to strong.
Press an errant button and join a settler to a city.
IT: Good news and bad news. Bad We lose a transport (full of workers) and two destroyers to ironclads. Good Frankfurt flips.
2002AD: Launch a massive campaign against the Roman navy. Ran out of destroyers finish the job, though.
Also, I finally capture that annoying Roman artillery outpost.
I have but this to say: Place cities carefully so that you get every possible tile, which would be the ones not next to Roman cities. Coast is good too.
