I know theres been SO MUCH on this so please dont beat me down immediatly, but I just thought maybe this angle hadnt been taken and I do value peoples thoughts so here goes.
I know people say about annaxation that the minute a human player is annexed they would go straight for the "new game" button but I THINK I have a way round that,
1) You are the Annexor: You take a certain amount of cities PLUS their Capital and you get the option to annex the rest of their nation in diplomacy if you do then their nations colour turns to a lighter or darker shade of yours. Then a bar appears in the military advisors screen (doesnt have to be military I just used that as an example) showing how much of that nations tax to take and add to your coffers in percentages. Obviously the lower you take the more accepting the nation is, and the higher the tax the more chance they want to break free, and claim independence. Though that cannot be done for a set amount of turns, and maybe when the nation becomes officially "annexed" all troops that they had remaining would be turned over to the conquering nation, so new troops have to be made from scratch, that way it would stop instant breakaways. Over time, if you decide you no longer wish to annex the nation you could grant it independence yourself via diplomacy, that way the nation could give you a good rate in trades? Iam not sure of that I didnt give that part much thought.
2) If you are the ANNEXED nation: Much the same as above but in order to work out how much the annexor would tax you would be how aggressive that particular Civ is and possibly what relations were like before you went to war with them. You would still control what to build in your cities Seeing as you would need to build your military from scratch would prove a good challenge if you were determined to claim independence, or if you prefered being part of the stronger nations bosom so to speak you can stay put. When you finally gain enough troops you can force independence or if you build relations with the other nation, ask via diplomacy, though I cant think why the AI would volenterrily GIVE you independence maybe thats something someone else can answer for me as this is my first idea. You cannot declare war on anyone but are dragged into any war that your owner nation is at war with.
