Another idea for those mountains.

That is kinda represented already, through being able to pass over the ridge between two diagonally connected mountains. I don't really see how it would be possible to have 'mountain pass' tiles, as such, if that's what you're getting at.
 
In the modern world no mountain is impassible. Maybe you can make it so certain mountains require all units to stop at.
 
I think that there should be more than 1 elevation level, how this would work I don't know, but that's not the point of my post, which is mainly that I had a game where I was able to build a city with 4 mountains surrounding it. I thought it was awesome, but the production level was really crappy as was the food I could get from the fat cross. Anyway, I think that some mountains should be passable while the biggest ones are not.
 
But as I said in my previous post every mountain in real life can be crossed.
 
Sure, no mountain is actually impassable, but it is for the scale of units used in civ. Some mountains are as close to impassable to be counted as such for the purposes of the game.
