It worked! Thank you for the help! It sucks to have to do this for now, hopefully Firaxis has already taken note of this and a patch will come soon. And please, try to not let this type of things go through next time, Firaxis... We've been in this situation before, you know? *sigh*

What I've noticed though is that if I try to validate the files through Steam, every time it fails and redownloads a file - then it works without a problem.
I repeat that I don't have any non-english character, therefore it's not a problem that has to do with this character only.

Just want to confirm that the moving document folder to a non alternate character pathway fix works!

I personally chose just to create a new user on my computer without alternate characters to play the game.
