Any builders with an interest in Rifts? (RPG by Palladium)

Heya. I'm a big fan of Rifts and believe Civ4 would lend itself well to an amazing Rifts mod. It's not a mainstream game so wondering if anyone knows it and would be keen to see it happen.

I have a lot of experience and some particular talents with building, specifically with design and balancing. The art would be difficult and the animations are right out for me. I could however do portions of, or all of the rest, very nicely.

If no-one is keen on this, I am gonna convert D&D's Mystara setting into an awesome mod and just fudge it with the graphics. Actually producing a decent mod there might attract the right kinda people to have faith in me seeing out a Rifts project if no graphically minded Rifts fan's are here.

Sure, why not. Would Palladium need to give the okay first? They seem to be pretty jumpy about anyone using their stuff, even for game mods.
