AP and UN votes going on at the same time

I am not sure if this is supposed to happen or not:

Suleiman built the Apostolic Palace in my game - and then years later I built the UN. Now at the time that I built the UN, Suleiman had not yet researched Mass Media. Therefore the AP was not obsolete! So for the next several years we had both AP votes and UN votes.

I would think that no matter who researched Mass Media, it would make the AP obsolete, but I guess maybe not. Any thoughts on this one? Is this the way it is supposed to be or is it a bug?

(I don't have a save - I will try to go back and get one later if I can)

AP should obsolete with Mass Media (which enables the UN)..... So says the Civilopedia

Probably in spite of you had reached Mass Media ( that would obsolete your AP ), the AP owner didn't reach it yet. So his AP is still in action.
