Chernenko, after the formalities, gets to the podium and makes the following speach:
"Ladies and Gentleman, thank you for having me here,
I was sent by Mr. Smirnov and Mr. Gromyko here to discuss the conditions on which Russia would enter APETO, and there are indeed quite a few.
As I am sure you are all aware Russian economy is nowhere near what it should be. Russia is in debt, and will most likley be even more in debt over the next few years to help rebuild. Therefore it would be close to impossible for Russia to pay its share of the APETO projects.
We however would like to join this organization, as we see it as a very useful and productive one, and one that can help Russia come back to its feet, therefore Mr. Gromyko has developed a proposal which should be acceptable.
Russia has a rather advanced technological base. Our technology, even though most of it dates back to '62 is still on par or ahead of most modern technology. Russian missile and airforce programs are still going and making progress and the Russian space program can easily be resurected.
So, Russia has scientists, technologies, and established programs, which, if Russia enters APETO will benefit all members. On the other hand Russia does not have money. Therefore has to ask for entrance into APETO on the conditions that Russian technology and programs will become joint with APETO but Russia will reseive finansial help in reconstruction and clean up of pollution and be exempt from monetary payments until the economy is restored.
