Not sure I agree in practice. I'd say Shoshone > America by a pretty solid margin.

People underestimate sight so much in this game though, and the Minutemen are one of a few UU that I can safely say change the outcome of wars. Swordmen getting appropriate play will also reward you quite nicely if you can keep those initial warriors alive till gunpowder.

Washington will (on average) find more ruins, but there's the RNG to it, and the

Shoshone get to explore opening strategies where you have your first policy without a monument Sub turn 10 mostly reliably.

I don't think it's that big of a margin if any. Personally Shoshone wins just based on the Art behind the leader alone.
 
I'm withholding judgement before commenting on if Arabia's new UA is a buff, a crimp, or roughly equal. The extra pressure could be meh. The longer caravan routes, properly protected, could be quite powerful because length of trade routes is one factor in determining how much gold the route yields.
 
I think trade routes will indirectly help the Dutch a lot. They have a very strong mid-game navy, which will really help securing the most lucrative trade routes.

They don't have a better navy than anyone else, you forget Melee units are there for the last hit on capturing and absorbing damage, the dutch do not have a range naval unit thus are on the same level of anyone else other than England which destroys them.

As for America, like I keep telling myself, there is an awesome American Domination mod that will probably get BNW updates anyway.

I'll stop talking about America all together. Arabia is the topic. And honestly? I'm hyped for it. Arabia's gonna be the first civ I play against the new nine. They're OP now.

If you choose to pigeonhole melee units into that role, then sure. But you should realize that with the healing promotion, Sea Beggars have a lot more potential than that. If you get a decent fleet, you can just steal everyone else's ranged ships. The healing promotion means they can roam the seas indefinitely capturing ships without returning home to heal. It's pretty good IMO.
