Archers won't upgrade - why?

Civ IV Warlords .... I am on 3 islands and I have enough technology to create Longbowmen. On my starting island I was able to activate the Archers, and the 'Upgrade to Longbowmen' icon was lit and I could upgrade.

When I tried this on the islands one let me upgrade and the other has the icon dimmed. So I piled the archers in a galley and shipped them to the main island. I moved them to one of the cities that allowed the upgrade of the archers.. and the upgrade icon was still dim.

The Archers were all created on the main island, in the same cities being used to upgrade them. They were shipped to the new island and installed in the new cities to shorten the unprotected time (normal tactics).

I have lighthouses and harbors on almost all cities, so I don't see where trade is impaired (like no iron, etc.). But upgrading them in the same town another archer *was* upgraded in is puzzling me.

Ideas? Help?

You need enough cash to upgrade each unit.
That's probably it. By the time you had brought back the archers to your first island, your treasury had most likely increased...
 
Thanks folks, yeah, it was money ... in my rush to sail(Galleon), I ignored Code of Law(courthouse)... thanks.
