It's not based on date posted. I believe it is done randomly except for that those who haven't ever owned tiles get moved up automatically.

Just wait for the next availability to be posted and then choose the tile(s) you want to try for. If you get them it will be posted here. You must have the money to pay for the tiles you are going to buy.

Some important changes have occured. The restrictions against buying city tiles have been removed. Also, the loss of tile ownership if a city is built on your tile has also been removed. Cities get the normal land earnings of the tile they are built on times a multiplier based on the city size (noted at bottom of this post).

Cities that have already passed through availability will not be sold by the Land Office. They can only be won by Conflict. The new city of Palanthus will be available in the next land availability. The city of Padmativa will be available at the first availability after it is within a province border. Note that anybody can build any structure in a neutral city so homes may be purchased in Padmativa in preparation for eligibility for land purchase in that province.

Income from cities: Tile value (1g for each plus of gold, food and production) times city size multiplier:
