Either way, never had this problem. Then again, my xtreme micromanaging skills haven't quite gotten to that point yet so I might have some trouble with it later.

I have the same issue and would like my workers to stop moving when a new tile is completed. It's annoying.

Well the pigs are being worked in both pictures, just by different cities...
Are you sure you're not accidentally telling that city to the south-east to work the pigs too?
If you're not, the other city is somehow claiming the pigs... Which is odd...
