Are my leader animations bugged?

Sorry, no frame of reference so I have to ask the community. Apart from the initial intro conversation when you meet them for the first time, on both my PC and MacBook running bootcamp, the leaders don't say anything else. I get the callout boxes appear, and the lips / heads move, but I don't hear any speech? Is this as intended...?

Yep - exactly that, they act like they are speaking, but no audio. Apart from the initial greeting, which works fine. I just verified the game cache and all is fine, thanks for the tip though.
