[R&F] Are scenario mods no longer a thing?

Long-time Civ player who was once active in this community. I own every Civ game, but back in the late 2000s/early-2010s I was really into the Civ III modding community (because it was the newest Civ game that ran well on my terrible notebook). Bought every game since but barely scratched the surface due to a PhD. Just submitted my thesis draft for approval, sitting down to get properly into Civ VI now that R&F is out, went looking for mods, and found that a trend I'd been noticing since Civ IV seems to have increased: modders don't seem to be making scenarios much anymore. Is there a reason for this to do with the mod tools? Am I missing a bunch of great mods? I just miss being able to sit down and play wonderful historical scenarios that took me to Anglo-Saxon Britain or medieval Africa or all these cool places the vanilla games never really went.
 
Technically, you can make scenarios but it's a bit more complex to set up in civ6 with the worlbuilder in its current state.
