Are there no more paper resource in the map other than building Scrivener office?

Hello I am using the latest patch 3.28(using 1,2,3,4,5,6a) and it seems that after researching writing , no paper resource is revealed in the whole map . However i can build the Scrivener office and can porduce 1 diplomatic unit to gain some influence .Is it some settings options at the starting of the game that I did to cause this effect? Thanks all

I found an old post saying that paper is only obtained through csd buildings like scrivener office ? So we cannot trade away paper as a resource ? It will be good to amend the civpedia that paper is not revealed to reduce confusion

Expending a Great Diplomat give you 1 paper.

Constructing the Roman Forum wonder also provides Paper, though be warned the AI seems to beeline for it.

In early game yes, either it or Roman Forum, a bit later chanceries produce 1 paper each
