Are There Restrictions on the Command Promotion?

So I was playing as Lanun, operating under The Order religion. Using Sphener, I was trying to convert Bannor's Donal Lugh, but after trying several times (with Command IV, which should be 70% conversion chance) nothing was happening. I figured maybe I couldn't convert a national hero unit. So I tried converting his Baron Duin Halfmorn several times, but also to no avail.

I know it says it converts defeated *living* units, so I assume undead and things like catapults cannot be converted - but can heroes not be converted either, or am I just getting really unlucky?

I converted Bambur with a High Priest of Winter last game while playing the Illians. Of course, he left me the next turn since I didn't follow RoK. So, heroes definitely can be converted, at least in Tholal 2.2.

I dream of converting Govannion (seems like the best possible hero to steal) but I've never pulled it off.

That's certainly a possibility! I didn't think to check. It would explain why I never once converted a unit since Sabiethel was likely giving them all loyalty.

That's good to know that they CAN be converted otherwise, though.
 
If you were reloading the same save over and over again you'd get the same result unless you turned on the random seed when you started the game.

Oh, trust me, I am the Master of Reloading - I know all about that, lol. So nah, that wasn't why. It probably was the Loyalty thing.
 
Try bringing along a mage with Metamagic II next time.
