Are worker actions hard coded?

just a quick question. I saw earlier in a thread that someone said you cant add worker actions. if this is true, what are the worker actions i see in this picture from the fallout mod http://forums.civfanatics.com/showthread.php?t=84638&page=2&pp=20
If i am wrong or heard wrong....can someone tell me how to make worker actions?

You did not activate the advanced worker action buttons. Look for them in your preferences in the game.

You cannot add worker actions in the editor, you can only change how long the existing ones take to complete and specify ressources and techs as necessary prequesites.And you can rename them.
