[R&F] Arrow keys scroll map in wrong direction, or not at all

Sometimes my arrow keys will scroll the game in the opposite direction of what I intend. Or the game will scroll nonstop until it hits the edge of the map. This seems to happen when I have a city selected. Pressing an arrow key -- or scrolling with the mouse wheel -- will scroll the production window inside the city screen, and also create this unpredictable scrolling behavior on the map.

As a workaround, is there a convenient way to deselect cities? (Selecting a unit, I guess?)

More fundamentally, is there some way to restore arrow keys to their proper functionality when this happens?

This happens to me a lot. like every 5 minutes. Sometimes to the point were i have to exit the current game to fix it. Sometimes it helps to tap out of the game and back in, but often this doesnt help.
I've noticed that it doesnt happen if the game runs in full screen mode, borderless window mode seems to make it worse than windowed. i have a multi-screen-setup, so this is really annoying.
 
I've had the "map scrolls forever" problem since Civ V :mischief:. I think there's some bug in the code that got inherited from V to VI.

I can usually eventually stop the endless map scrolling by pressing the arrow keys again, in some random way that fixes things.

I can't reproduce it and haven't been figure out when it happens - it's usually a couple of times a game for me.
