Art of the Possible

Same with Fujian. We would also be interested if the UK, France and Japan would invest. By the way, we have to reveal, and France should admit this, that we had contacted France before contacting the US. The French government did not reply, so we assumed they had no interest.

The timing of the treaties is irrelevant: it is the misfortune of the US that it has acted with indecent haste in proposing treaties unacceptable to the international community. That its diplomatic acumen has left it in this situation is not on us.

The Empire of Japan regrets that it has not been able to negotiate acceptable investment in China, but it has been pre-occupied in preparation of the Treaty of Tokyo. It is happy to invest in areas that are in compliance with the Treaty of Tokyo.

We would be happy to receive Japanese investment.

France is also happy to trade with the Chinese regions, so long as it is compliant with the Treaty of Tokyo where one nation does not gain undue advantage

We would also be happy to receive Japanese and French investment.

Theodore Roosevelt, President of the United States of America carefully reads the diplomatic missives provided by the King of Siam.

Carefully he considers their content and finally with a sigh makes his decision. This cannot be ignored. He must act, if not for Siam, or others, then for the business interests and values of the United States of America.

These documents must be publicized.

We are extremely concerned about your deal with the United States. Siam is traditionally in the sphere of France and the UK as an independent state. Your deal with the USA threatens your statsu. Publicly rescind your deal or we will rethink our relationship with Bangkok

We in Siam are interested in internal industrial development. We have not signed any sort of military agreement nor have we proposed any sort of military agreement. Would France be interested in investing in the Kingdom of Siam?

We would be happy to sign a deal with Siam, so long as Siam refuses American investment. We see Siam as a sphere of interest and feel that if you are inviting in American investors, we may be inclined to create a new Siamese government that would refuse said Americans.

From the United States of America
To the Crown of France

The threats made by the Crown of France, specifically to remove the rightful rule of the Siamese crown and replace it with, effectively, a colonial government, cannot be ignored.

The goal of your crown in making these threats was purely to prevent legitimate business dealings between the US private sector and private and public sectors of Siam. The scope of this is beyond us; you would overturn a rightful government, kill thousands of both Siamese and French people, destabilize all of Asia and endanger your hold upon your colonies globally, just to prevent two US companies from operating in that Siamese territory? Why? We fail to understand such a deep-rooted insecurity or... cowardice? hatred? sanguinity? The motivation for your actions are... ...unfathomable.

Regardless, this is not only an insult to the United States and its people, it is a direct blow against the prosperity and well-being of the United States people and its government. We would expect such actions from an Enemy of the US, but not from France.

In light of the threatening diplomacy conducted by French crown against the sovereign Kingdom of Siam, the Treaty of Tokyo takes on a completely new light, as too does the exclusion of the USA from its drafting. Oh... and its timing as well obviously...

It seems France is dedicating itself to a sort of shadowy undeclared war against the business interest of the USA. Explain yourself. Where else have your threats against sovereign and independent nations prevented US business interests or forced a government to act against its own best-interest?

To the Governments of the United Kingdom and Russia
From the United States of America

Our relations with your governments have been fair and profitable for all concerned. We hope that despite the diplomatic difficulties between France and the USA, our relations can indeed continue their tradition of cooperation and mutual profitability.

We note that the Quanzhou Treaty does not exclude trade with other partners, and would in fact be happy to sign exactly the same treaty with any power who wishes to do so.

Me too.

Vladimir I Alexandrovich Romanov signs the Treaty of Tokyo.

From Russia
To the USA, Fujan, Guangdong

Unlike Japan, we do not think that the treaties of Quanzhou and Yunfu need to be cancelled. However, we would like to point out that a number of clauses in the above mentioned treaties does contradict the Treaty of Tokyo. Namely:
The administration of Fujian/Guangdong shall abolish all import tariffs on finished USA-manufactured industrial goods.

The administration of Fujian/Guangdong shall abolish all tariffs on domestic resources and goods exported to the USA.

The administration of Fujian/Guangdong shall allow US owned or controlled businesses to operate in their jurisdiction without taxation.
While we do not questions that only non-military goods were originally assumed to be the objects of trade, we do insist that these terms are explicitly aligned with the article 3 of the Treaty of Tokyo:
The signatories agree on the importance of withholding military assistance and aid from factions within the Chinese Empire that are not internationally recognized as the legitimate government. This includes, but is not limited to, the sale of small arms, artillery, explosives (including industrial dynamite), ammunition, armed vehicles (including, but not limited to armored trains, gunboats of various sizes, chemical weapons, and lighter than air aircraft.) It also includes, but is not limited to, providing services such as providing military and naval advisers, sharing doctrines, and training land divisions.

You have our assurances that private US industries (and the US state) will not involve themselves in the military affairs of the Chinese states with whom we have signed trade agreements.

From Russia
To the USA

We trust your word, but the best assurance is explicitly changing the terms of your economic treaties. Please, publish an updated draft of the treaty and have Fujan and Guangdong sign it. It would be more than enough to ensure our mutual understanding and trust.

The treaties would also violate Article 4 of the Treaty of Tokyo

The signatories agree to respect and uphold reasonable access for commerce and trade throughout the Chinese Empire. They agree to act jointly against any treaties or actions that would establish unreasonable or unfair trade practices within China.

In order to remedy this, the states of Guandong and Fuijan would need to extend these rights to other nations as to ensure US businesses are not given an unfair edge.

France would like to announce that France and the Confederate States of America are now in a full military alliance. French soldiers will proudly stand with Confederate soldiers in any theater of war.

--------

France would also like to note that Korea has yet to retract its report on the incident at Inchon. France once more echoes this call, and notes that Korea's continued failure to do so would show gross incompetency and may warrant the removal of more officials.

Fujian once more states its willingness to sign identical treaties with any and all of the Tokyo signatories.

The British Government signs the Treaty of Tokyo, excepting article 6 which it rejects.

*

Britian requires that Korea withdraw its report as injurious the maintenance of peace and goodwill in Asia.

*

The British Governnent notes that Siam exists as a buffer between two great empires and that her conduct can and will have an effect on the relations of those two powers. Thus it is in interests of both parties that Siam consult closely with them, since she retains her independence by virtue of her usefulness as a buffer and not by virtue of her arms.

The Shung Dynasty will be willing to sign similar treaties with France and Japan.

OOC: Because orders lock in two days, it would be good if nuke and shadow post a treaty like the one signed with US in the thread soon if they want trade, cause I do not want to send my order literally in the last minute.

The Shung Dynasty wishes to revise the treaty signed with the US due to the diplomatic situation. We wish the understanding of the US and we wish that this will not affect our relations.

We should just have a generic trade treaty template.
