At war with a friend

Playing as Inca and my Ottoman neighbor, who had been friendly with me all game (since we mostly had a mountain range between us) began to attack some of my units. I assumed he had declared war, and I had missed the notification. After several turns, I glanced up at his icon and it showed the green smiley face, meaning that we are still friends. In the diplomacy screen he is still willing to made deals, and there is no option for peace. Even though we are still fighting - and I have taken four of his cities already - this has not corrected itself.

Anyone else see something like this?

Also, I was able to settle a city beside an encampment. The encampment was built first, on the outer ring of one of my cities. When I tried to squeeze in one more city near the Ottomans, the only hex that showed up in green was beside my encampment. I wasn't sure if I could settle there, but it allowed me to.

Again, anyone else experience this?
 
Happened to me today also. My AI ally Georgia suddenly became targettable after she declared war on my another AI ally France.
 
Are the conquered cities occupied or already ceded?

They are occupied, as I cannot make peace, so cannot cede. I only get the usual diplomacy screen, and can still trade with him.

Interesting. Ottoman is also at war with Eleanor of Aquitaine, and she is my ally. Maybe that's where the glitch is.
 
sounds like the old joint war bug, though I thought they corrected that when they required denunciation before you could joint war.

This will work fine, your encampment must not be next to that cities centre. If you settled the second city before the encampment that rin would become the second cities but because the encampment is already there and cannot be swapped, it remains... an interesting adjacency choice. Some may think this is annoying but nowhere near as annoying as not being able to settle the second city because of it.
