Because one merely 'hears' something, does not make it so. We will fully respect the Western allies claims to Berlin, if they wish to enact them. We would like to encourage te Western allies (namely the United States, Great Britain, and the Fourth French Republic) to not listen to a groveling, beaten enemy, and rather, deal with us directly. We whole heartedly wish to discuss the future of our beaten foe, as equal friends, not as enemies.

We do propose, that Germany be split into 4 zones. Of course, we feel we have the most say to Eastern Germany, and thus Berlin, since we have bore the brunt of the European war- much as you have felt the brunt of the Pacific war. He recommend this partition until at least 1970, and from there, we will discuss Germany's future.

We'd like to remind you about the atrocities your men commited on our soil, not 4 years ago. The countless Russian people you brutally murdered, or perhaps the millions of Jews you killed in your 'cleansing' camps. Now that you have been beaten, you feel so comfortable as to call us the very things you are! You chose to ignore the past? We have killed your citizens yes- in the heat of war. After your final surrenders in Berlin, we have given your people more then we have given our own. Our troops have been instructed to treat your beaten citizens with kindness and respect.

We have heard plans that the Soviets wants to split Germany up. We desperately urge and plead for that not to happen. First, Berlin is deep in Soviet lands, and the rest of the allies have land claims in the city. What happens to your claims? Are you going to try to keep it? How? Secondly, the Soviets killed more of us than Nazis killed Jews. Allowing them to keep half of the Deutschland could bring disaster of ethnic Germans living there. Let us keep Germany united for the sake of us. We're not Nazis, we're not going to cause WWIII.

The Blue is the French zone, Orange Usa, Green Britain, Red Soviet Union, and Berlin is split as well. We hope the other nations of Europe understand why we need to do this and accept this idea.

The Soviet Union agrees to France's proposal.

We also hope all nations involved will heed our call for a meeting in 1970, to discuss Germany's future from there.

btw that litte Yellowish color blob in The French zone is the Saar Protectorate. (So it says on Wikipedia.)
 
Not that we are in any position to comment, but splitting up Berlin seems wholly unnecessary and dangerous. Give it to the Soviets.
 
It is our belief that a solution of joint-government will better serve the German people, and will lead to a time at which Germany is ready to govern autonomously again, faster than giving the whole territory to one sole nation.

The United Kingdom of Great Britain signs this "Treaty of Territorial Cooperation".

Half of Germany's under allied control. That's why it was split up into 2 countries, because USSR didn't want to give back the other half.

France proposes that the Protectorate of the Saar be incorporated into France, France deserves this small bit of land, we suffered terribly in the war, our whole country was overrun, Germany needs to pay compensation for its invasion.

While we cannot in conscience condone handouts of German territory to different nations, we will allow this to be put to a vote by our fellows.
