So Montezuma's favorite civic is police state. Has anyone ever seen him actually research facism? The guy's a threat up until you get rifles, but i've never seen him tech past that, and even rifles is pretty rare, grenadiers is the highest I've seen him get.

Same with Tokugawa, Genghis, Boudica, etc. Do these guys ever tech past rifles and cannons?
 
Play a team game sometime. Something like a 2v2v2v2. Pair Monty with a techer like Gandhi or Mansa Musa.
Thats the most destructive combo i have ever seen. Gandhi provides the tech, while Monty builds insane stacks of up to date units :).
Ever seen a stack of 80+ tanks heading for your cities?
 
All those guys have a bit of a "gambling" early game strategy. They priotitize military often wage prolonged eearly to medieaval wars, in most cases resulting in them fall behind. Someties however - if those wars against other AI are successful - they manage to secure a large empire and can become true monsters. I.E. Shaka, who's Ikhnadas help him great deal with economy. But i also seen Boadica and Toku doing this. Have yet to see Monthy going out of his early warfare successfull...

It not happens often, but if it happens, they become a really huge pain... Tokus Rifleman with CombatI+DrillI+CGI+Whatever he got from XP are no fun to make war against...

Actually, I saw Monty research Facism last night while playing.

It was an awfully goofy-looking fractal map (I usually play "shuffle") and he was right up there in techs with everyone else. To support vb1's conclusion, he was HC's buddy the entire game (until around 1900 when he backstabbed him and vassalized him).

Just to give you an idea of how strange this game was, barbarians controlled a size 18 Barcelona, which was also the jewish holy city, in 1967AD - they'd had it since around 3500 BC when a message popped up "the spanish civilization has been destroyed!"

Monty was an awfully good pet dog that game, constantly declaring on Churchill and Hatty... sometimes with a little encouragement.
 
Tokugawa. I thought he was an isolationist, but dag....

In my last game, he, Isabella, Mansa Musa, and Stalin were on a continent shaped like the Kamchatka territory on a RISK board. Genghis was there to, but he was overrun by the Barbarian Uprising Event. Mansa Musa heads north, captures Karakorum from the Barbs, builds two cities- Gao in the south, near Stalin, and Djenne north of Stalin. Stalin DoWs, an captures Timbuktu and Gao. Mansa capitulates. Then, Tokugawa has a HUGE empire. At least 15 cities. He's spamming Settlers, and soon has the north east, central area, and west coast under his command. He fights border wars with everyone, taking Toledo, Santiago, Walata, and St Petersburg before peace is made. I was isolated, so when I found them and looked at the Foreign screen, it was all red lines. Insane!

Plus, Tokugawa was at Macemen while the others were still using Axes. He was teching and warring effectively. Of course, because of all that warring, me and Roosevelt, the tech leaders who were also isolated, had Caravels and Muskets.
 
Monty is worthless teching on his own (his favourite civic really should be slavery so we could actually use it for diplo points) and once you hit the middle ages he's not so scary. Shaka, on the other hand, can be a monster the entire game. In my last game, it came down to me VS Shaka, he had about 2/3's of his continent and 3 vassals. He was a powerhouse the entire game.

'Still won conquest, though :)
