In someone's personal mod, he modded the ballista elephant to be an regular war elephant but resourceless. That would make it a much more useful UU, as opposed to the present situation where much of the time you can't use your UU as Ivory is much rarer than Iron, Copper, or Horses.

That sounds like MAd's World to me...
