Barb Mode + 0 City States

Has anyone tried a game with the new barbarian mode and zero city states? It seems like the barbarian clans don't advance in progress. It's as if there are no city states at the start of the game, there can't ever be.

I really haven't done a thorough attempt though. It might be me.

If you set it to zero city states, but didn't block all city states in the city state picker, they should still convert. That's what they said in the stream.

What sets the absolute limit of city states is the city state picker, not the slider.

But it could be it's not working as intended.

Are you patronising them? Mine is working fine, although I had CSs from the start. Certainly I had a new CS before an old one was defeated.

Particularly, have at least 1 city-state in the game at start.

A dev literally just replied saying he's having no issues though.

The dev meant that he doesn't mess with city-state numbers, though. It might be a specific bug if you set CS to 0. A different dev, one who knows code and not books, might know better.
