Obviously you make a civ, then restrict their ability to expand by not allowing settlers, or on a very limited basis, maybe even only by military conflict.

For a preset map, you give them a city or cities, or some settlers. If an AI, for dependableness and timing purposes, give them auto-production buildings. You could give them production bonuses as well if you wish. But you want them to be a foe and actually get units out. You could just make them cheap, but having some different timings for different types of units is usually a good idea.

If you wanted a random map, then have them start with some settlers and restrict the ability to build many settlers.

Of course I'm assuming you already know about the usual cosmetic stuff by changing civ colour, cities, and maybe different text.

Under Improvements and Wonders. Bottom right you set the duration and unit for it to auto-produce.

I think they are only era-specific, meaning they do change when in different eras. There are some generic ones in the database that utilize symbols instead of heads.
 
Well I was asking if it's possible to have a advisors for separate civs like in civ 1
 
You can change the advisors images and text, but that will not be civ-specific.
