[R&F] Based on the new features - which civilizations and leaders should be introduced in R&F?

Not roads necessarily, but I can see them having districts buildable on mountain tiles (with the tile they're built on included in the adjacency bonus), with the exception for game reasons of encampments. Districts don't necessarily need to have it possible for units to go into the space if that causes problems. The art would have to be custom because you'd still want to see the mountains. Machu Picchu could be a unique holy site or government district utilizing this ability further.

Terrace Farms like in V are a very VI-like UI, and they might be the inspiration for the new ones, but they could want to try something new this time.

I guess the two big questions for mountain districts is a) would it be easy to implement design-wise, and b) would an Inca player have enough mountains in-game to build on? In theory, this would be a fun feature, but I can see it being a very hairy business as well.

In any event, the Inca have always been great to play (usually, the best jack-of-all-trades civ) and need to be in Civ6 stat.

So is there any undiscovered territory. Say if the developers pull a Nubia and give us something we have not anticipated in any way. The reason Nubia was a choice is that it was a good place to find a female ruler. A future surprise may be similar - not necessarily just gender but perhaps also some gameplay ability.

Like I'm a thinking Sweden. I know people may say Norway AND Sweden but we had Denmark and Sweden so ....
Because of Sweden's position on diplomacy, the Nobel thing and also female ruler they could be fun to make a civ with again that would fit with some of the new gameplay they are introducing

Others?

What is the popular consensus for the remaining civs at this point?

Cree
Georgia
Inca
Ottoman Turks
Italy or an African civ

Something like this maybe?

From what has been seen on the boards, I'd say that is pretty much what most of us anticipate. Portugal has been thrown out there too, and we always have super dark horse candidates like Carthage and the Celts in the wings that have also been mentioned. Then, there is the Canada debate...

That seems reasonable, though I think there is a small chance that we might see Byzantium in place of the Ottomans--made less likely by just how many Hellenic civs we already have, though.

This is what I expect. Cree is pretty much a lock, Georgia I would also say is likely because out of the others it's the only one which has been directly hinted in the trailer.

I also agree that if not Italy then in their spot we might get an African Civ, though in that case I think Carthage are more likely this time than Ethiopia or Mali as otherwise we might not get an Ancient-era Civ in the expansion. Not necessarily a problem as Firaxis sees it but I can easily see them not adding an African Civ of any kind in this expac because we got Nubia fairly recently (who I guess were also ancient-era focused...)

Yes, although I'm not sure why people are so sold on the Ottomans. They're series regulars and important in history, but I wouldn't be surprised to see them anchor the second expansion.

Stockholm has been spotted as a City State in Rise and Fall videos, I think. And by female ruler, do you mean Christina? I'm sure they would be a heavy backlash towards her, because she left the throne.

Hannibal Barca is still a Great General, and that's who I want to return as the Carthaginian leader. Unless Dido is the leader again :p, or maybe Hannibal's father, Hamilcar?

If you base Ethiopia off of Axum than you got your classical era Civ.

Isn't it highly unlikely to have both Nubia and Ethiopia?
Having Congo, I guess we will not get another Sub-Saharan civ either (aside from the Zulus, which I consider certain, at some DLC or a second expansion).
Thus we are left with either North Africa or Western Africa.
Carthage / Numidia / Morocco? Or how about Vandals?
Mali, Songhai, Bornu, Edo, Dahomey, Ashanti? Or the pre-Islamic Fulas with Tengella?

Edit:
Rethinking about what other members commented on my other queries in R&F discussions here - I guess it is more likely that due to profit considerations, Firaxis will choose a civilization that has some clear link to a contemporary state.
Thus the more likely West African are Mali and Ashanti (whose name is still known).

Nubia and Ethiopia are quite different culturally.

I expect because of the precedent of releasing them in XP1. In fact, there's a whole bundle of civs that often come in XP1 together.

Mongols (Civ3 XP1, Civ4 vanilla, Civ5 DLC)
Ottoman Turks (Civ3 XP1, Civ4 XP1, Civ5 vanilla)
Koreans (Civ3 XP1, Civ4 XP1, Civ5 DLC)
Carthaginians (Civ3 XP1, Civ4 XP1, Civ5 XP1)
Celts (Civ3 XP1, Civ4 XP1, Civ5 XP1)

Nubia and Ethiopia are quite different culturally.
Indeed. I love the inclusion of Nubia, but I would be rather annoyed if we had Nubia instead of Ethiopia. Especially since Nubia is closer to Egypt culturally (and geographically, for that matter).

Yep, it has been the case and Zenobia does fit in Rise and Fall well and Palmyra would be in Civ for the first time in the series if I am correct. Zenobia is also Syria's national hero.
I'd love to see Zenobia, but I would hope her civilization would be called Aram, Aramea, or even Syria rather than Palmyra, which (while an important city-state for many ages) was a rather short-lived empire. Though I'd be surprised to see both Zenobia and Tamar, and of the two I'd rather see Tamar. (Maybe next EP?)

As far as geography goes, Nubia might be considered a substitute for Ethiopia, but as far as niches are concerned, it is closer to Mali/Songhai.

Comparing all these old favorites with the newly added and suggested civs makes me anxious for them all to be included, so we can play with them all together.

We have a chance to have the most comprehensive, diverse selection of civs ever seen in the franchise. I hope it's not squandered. We'll have 34 civs after R&F, and there's still 20+ old favorites that need to be brought back.
