beast peace time civ??

im alwlasys a warmonger, but i wana go for the un victory, so. in ur option, witch civ is beast for peace time?? i was going to try the koreans or one of the newer civs from ptw or c3c if posible. allso, i have a question.
if civ a is atacked by civ b, and u signt a millitry alince with civ a to "punish" civ b. will u take a rep hit?? allso, if u have a mp with civ a when civ b atacked and u are forced to war, will ther be a rep hit? thanks

i would say the best over all is america (NO I AINT SAYIN THAT CAUSE IM AMERICAN) u can use its usaul massive industry to destroy everything if warmongering, however it can be used great for peaceful victory types(ie space race, UN, etc) because it has great commerical value it can use that to pour into scientfic
