well i havent really played with all the civs so ill just post Tier 1

Gandhi-Perfect for games where you intend to win culturally. Also, I'm Indian, so you can see why I picked him
Napoleon-I find him to have a good balance in team multiplayer, he's aggressive, perfect for the front lines if you choose your civics correctly. he's also industrious, perfect for building wonders fast.
Catherine-Great People machine
Mansa Musa- Culture Giant
Cyrus- My strat with him for multiplayer: research until you can get his special unit, and send scouts to keep tabs on other civs, then strike the weak and underdeveloped ones.
Bismarck- I know you all hate him, but his starting techs coupled with his traits aren't THAT bad
