Beta 2: Two New Strange Problems

Problems No 1: Many tooltips are broken for me, especially certain early game wonders such as the Banue Rice Terraces, they are just not displaying any information.

Problem No 2: I built a Barracks in my Capital, but units being built there are not receiving their EXP bonus.

I did not get any screen or logs but I will try the usual troubleshooting steps and see if I can re-create this tomorrow.
