From game set up screen, go to advanced setup and change the # of AI players or # of city screen. Leave map size as standard. Go back to set up screen. It will still say "8 players with 16 city states", which is misleading. If you play the game it will actually be the #s you had selected in advanced setup screen.
(I played a game this way thinking there'll be 16 city states in my game, but advanced setup had it set at 8 from my previous game. Once you start the game there's no way to confirm how many city states there are.. )
