Betray Your Colony mod: Prompt doesn't appear

When you play this mod, supposedly immediately after you declare independence you get a prompt that says this. But when I declared independence, it never appeared for me. I seem to be the only one having this problem as far as I can tell, but would anyone know the possible problem?

I played this on the Steam version of Civ 4: Col, but I also have the disc version that's also upgraded to the latest version. I used the world builder to get to independence quickly to check out how this mod would work in my Steam version. I followed the install instructions.
