Better DuneBUG AI

The AI doesn't seem to do 2-tile Ranged Bombardment in either Dune Wars 1.8 based on RevDCM or Dune Wars 1.8x based on Better BUG AI with the original Dales Combat Mod code. So either way it needs further investigation and debugging.

OrionVeteran has just put"Ranged Bombardment for BTS 3.19" into the download database. I did not enquire what exactly he updated; but perhaps this will give a better result than pulling something out of revdcm. Maybe the code, used directly, will show some better AI behavior.

anyway, i have updated the latest here to bbai 1.01c,
and gonna merge the latest additions from 1.8 vanilla.

after that, well , i think im gonna add and change some stuff in the mod (maybe a future modmod)
gonna add a lot of techs, buildings, and hopefully units.
