Is this already in the mod? I didn't see anything to turn this on. How about a keyboard shortcut that would display lines around cities showing what the cities can work on (Big Fat Cross or Small Square). Similar to what you see when you select a Settler but not so obtrusive. That way you can easily see which spaces withing your borders are not being worked on.
