Hi
I am playing together with a friend and would like to gift him his personal Civ 6 leader named after him. I got the art already (static PNG) of his leader photo, and some ideas as well:
Special Disctrict
substitues Air Field
+3 Gold +3 Production +3 Culture per neighboring special district
Special Unit
Scouts have 5 combat strength and +2 movement
Lake tiles provide +1 ammenties and +4 food, upgraded lake tiles additional +2 production and +2 faith
I would also like to have Eleanor's ability to have art pieces do -1 loyalty to any city center within 9 tiles.

Is this any possible? It would not be bad if there would not be any animated leader art or audio, it's just for himself to play the leader.
Hoping this is the right place for a commission project like this.
